(1) Each party receiving sewer service shall be charged, and shall pay, the sum of $37.40 per month, or such other monthly fee as the Town Council may hereafter fix by resolution. This fee shall be paid at the same time as the bill for any water which has been supplied to the property by the Town; provided, if no water has been supplied by the Town, but sewer service has been rendered, then this fee shall be paid at the same time as other sewer service patrons are required to pay for sewer service each month.

(2) Beginning February 1, 2012, the rates fixed in Subsection 1, above, shall increase 2% each year, applied biannually for billing purposes. For the purposes of computing the biannual increases, each biannual increase shall be based upon the respective rates fixed in Subsection 1, above, plus any annual increases applied on and after February 1, 2012 (e.g., the billing increase for each rate for the biennium beginning January 1, 2013, shall be equal to 2% increase applied for each year beginning February 1, 2012).
