All sewer lines and sewer line facilities located within any alley, street, right-of-way, or other premises owned by the Town are the property of the Town and are under the exclusive control and supervision of the Town. No property owner or other person acting on behalf of the property owner or sewer service customer shall perform any maintenance or make any repairs to any such lines or facilities unless specifically authorized in writing by the Town’s public works supervisor or other, authorized official of the Town; provided, a plumber licensed by the State of Washington, acting on behalf of a property owner or sewer service customer, may run a sewer snake from private property into a sewer line located in an alley, street, right-of-way, or other premises owned by the Town in order to diagnose a blockage or other drain problem. Under no circumstances shall the Town incur any liability or responsibility for the cost of any such diagnostic work or any unauthorized maintenance or repairs to any sewer lines or sewer line facilities located within an alley, street, right-of-way, or other premises owned by the Town. Any property owner or other person acting on behalf of a property owner or sewer service customer performing diagnostic procedures or unauthorized maintenance or repairs to any such lines or facilities shall be responsible to the Town for any damages to the sewer lines or facilities, or to any roadway, right-of-way, or other premises owned by the Town which are damaged by the work.
