No trees growing on public properties or rights-of-way shall be removed except upon the consent of the Town Council, and only for purposes of public safety. All trimming or pruning of trees grown on public properties or rights-of-way shall be done in a manner that minimizes damage or risk of damage to the trees, and shall be done in a manner consistent with good horticultural practices.
