No trees, shrubs or bushes shall be planted in parking strips except by authority of the building inspector. The building inspector shall determine the acceptability of individual trees, shrubs or brushes in light of their impact on public health and safety. The building inspector’s assessment of impact on public health and safety shall include an analysis of whether the trees, shrubs or bushes are a public nuisance and the likelihood of roots interfering with water or sewer lines.
