(1) At all times, it shall be the duty of every person in possession or control of any residential building or commercial or business establishment where garbage is created or accumulated, to keep and deposit such garbage in metal garbage cans, or other garbage containers of an approved type.

(2) All garbage cans and containers shall be maintained in a neat and clean manner, inside and out, so that no odor nuisance exits therefrom. Too, the area around the cans and containers shall be maintained in a neat and sanitary condition. Two or more violations of this provision shall subject the violator to penalties hereinafter provided.

(3) Full garbage cans shall not exceed 80 lbs., nor shall they be overloaded to a point where the lids will not fit properly, or so overloaded than an individual pick-up man is unable to lift them to the disposal truck. (Ord. 80-N, §3, 1975)
