The premises, including housing facility, where live hoofed, non-hoofed or fowl is kept, housed or possessed, shall at all times be free of dead carcass, filth and stench or noxious matter; and, no accumulation of manure or waste shall be piled or stacked upon said premises, and the housing facility shall be kept in good husbandry condition.
