No live hoofed animals shall be kept, tethered, or housed, within the Town of Garfield, except in an enclosed area of one acre or more in size, and said area contain not less than 15,000 square feet of pasture for each of said animals, except by written permission of the Town Council first obtained. Said animal, or animals shall not be housed, kept, or tethered within 200 feet of any dwelling house, unless written permission of the occupant of a dwelling house within said 200 feet is first obtained and filed with the Town Clerk.
