It shall be the policy of the Town to amend this franchise when the Town Council shall deem it reasonably necessary to do so to enable the Grantee to take advantage of new developments in the field of television and radio signal transmissions which will result in more effective, efficient, or economical service to the Grantee’s subscribers.
