There is hereby granted by the Town to any cable television system operator duly designated as grantee of a franchise to operate a CATV System in the Town of Garfield the right and privilege to construct, erect, operate, and maintain in, upon, along, across, above, over, and under the streets as now laid out or dedicated, and all extensions thereof, and additions thereto, in the Town, wires, cables, underground conduits, manholes, and other television conductors and fixtures necessary for the maintenance and operation in the Town of a CATV system for the inception, sale, and distribution of television and radio signals.
