No mobile home or manufactured home shall be located within the Town of Garfield for purposes of human habitation unless it meets the following installation requirements:

(1) At the time the manufactured home or mobile home is located within the Town, it must be anchored to the ground in accordance with any applicable provisions of Garfield Municipal Code §22.14.100(2).

(2) The installation of the manufactured home or mobile home must comply with the manufacturer’s installation recommendations. These recommendations must be approved by the U.S. Department of Housing and Urban Development (H.U.D.). A copy of the manufacturer’s approved installation recommendations shall be in the home and available for inspection by the Town official designated to administer the Uniform Building Code within the Town of Garfield (i.e., the building inspector).

Any manufactured home or mobile home for which manufacturer’s installation recommendations approved by H.U.D. have not been issued (or are otherwise unavailable) shall be installed pursuant to, and in accordance with, W.A.C. 295-150M, §225 through 255, inclusive. Alternatively, such installation shall be in accordance with recommendations provided by a professional engineer or architect licensed in Washington.

(3) All mobile or manufactured homes installed on or after September 1, 2001, anywhere within the Town of Garfield other than a mobile home park shall be placed on an excavated and back-filled foundation with no more than 12 inches of the enclosing material exposed on the uphill side of the home. If the home is placed on a basement, the 12 inch limitation shall not apply. Furthermore, the 12 inch limitation shall not apply if the requirements of the flood hazard district in which the home is located require the home to be elevated more than 12 inches above grade. The foundation shall meet building code and applicable flood hazard area standards. (Ord. 281-N, §2, 2001)

(3) All mobile or manufactured homes must have installed and in place at the time of final inspection skirting between the home’s base and the ground or foundation. Such skirting must continuously enclose the perimeter of the home, and shall be installed in a neat, workmanship-like manner. The skirting shall be constructed of concrete, concrete block, or brick. (4) All mobile or manufactured homes must have skirting installed and in place within 60 days after the installation permit has been issued for the home, and in no event later than the time of final inspection. The skirting must continuously enclose the perimeter of the home in a neat, workmanship-like manner, and shall be constructed of concrete, concrete block, brick, stone, vinyl, or metal. (4) All mobile or manufactured homes shall be installed over a 4" concrete slab equal in length and width to the outside dimensions of the home, less eaves. Provisions for the tie-downs must be provided in the slab as prescribed by the manufacturer or a professional engineer. The slab shall be no less than 32" below the finished grade at the lowest point adjoining the home. Landings for ingress or egress must be installed in accordance with any applicable building codes in effect at the time the home is installed. (Ord. 329-N, §2, 2006)

(5) All towing hitches, wheels, running lights, and other towing-related equipment must be removed from the home and home-site at the time the home is installed on the site. Furthermore, the home must be situated such that the lot or parcel upon which it is located provides adequate, off-street parking for at least one motor vehicle. (Ord. 281-N, §4, 2001)
