A person in whose name a water account is held, and the owner(s) of the property to which water service is provided under the account, shall be jointly and severally responsible for payment of all fees and charges for such service. In addition to any other remedies available in law or equity to collect delinquent water accounts, the Town shall have a lien for delinquent water accounts as provided in RCW 31.21.290 and 35.21.300.
