Water service shall be restored to any users whose service has been cut off for delinquencies upon payment in full of all delinquent charges, together with a $20.00 reconnection fee. It shall be unlawful for any person or persons other than the water commissioner or the water commissioner’s authorized agent to reconnect any water service disconnected for delinquency.
