Notwithstanding those provisions contained in §16.10.010, above, no person shall drive a vehicle on those portions of Primary State Highway No. 3 ED (SR 27) which pass through the Town at a speed greater than reasonable and prudent under existing conditions; in no event shall such speed exceed 25 MPH. At all times, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle, or other conveyance on or entering the highway in compliance with legal requirements and the duty to use due care.
