Any fire permit applicant feeling himself aggrieved by the action of the officer to whom application for a fire permit is made may apply to the Council at any regular or special meeting and be heard on his application. The Council, in its sound discretion, may then either grant or withhold the permit, or impose reasonable restrictions or limitations thereon. (Ord. 29-N, §2, 1948)
