Any person or entity, or the employees thereof, desiring to kindle a bonfire or similar intentional fire for any lawful purpose shall first apply to the Town Fire Chief for a fire permit. After taking into consideration the following, the fire chief, in his sound discretion, may grant, withhold, or place reasonable restrictions on the fire permit:
