A development permit shall be obtained before construction or development begins within any area of special flood hazard. The permit shall be for all structures, including manufactured homes, as set forth in §22.14.020, “Definitions,” and for all other development, including fill and other activities which are set forth in §22.14.020, “Definitions.” (Ord. 405-N, §3, 2011; Ord. 159-N, §2, 1987; Ord. 107-N, §8, 1978)
