Effective on and after January 1, 2013, municipal water customers shall pay the following rates each month for water service, or such other monthly fee as the Town Council may hereafter fix by resolution:

(1) Garfield Public School Facility: A base rate of $167.50 for the first 60,000 gallons (or fraction thereof) supplied each month, and $1.00 for each additional 1,000 gallons (or fraction thereof) in excess of the 60,000 gallon base up to 70,000 gallons; $1.25 for each additional 1,000 gallons (or fraction thereof) supplied in excess of 70,000 gallons during a given month.

(2) Garfield Public School Yard: A base rate of $1.00 for each 1,000 gallons (or fraction thereof) supplied during a given month.

(3) Cemetery: A base rate of $1.00 for each 1,000 gallons (or fraction thereof) supplied during a given month.

(4) For any water meter through which service is supplied to two housing units or customers: Each unit or customer shall be charged a base rate of $25.25 for the first 5,000 gallons (or fraction thereof) supplied through the meter each month. If more than 5,000 gallons are supplied during a given month, then for the month there shall be an additional charge of $0.75 for each additional 1,000 gallons (or fraction thereof) supplied in excess of the 5,000 gallon base to 30,000 gallons; $1.00 for each additional 1,000 gallons (or fraction thereof) supplied in excess of 30,000 up to 70,000 gallons; and $1.25 for each additional 1,000 gallons (or fraction thereof) supplied in excess of 70,000 gallons. The cost of the excess shall be charged to the customer in whose name the meter is registered with the Town Clerk-Treasurer.

(5) For any water meter through which service is supplied to more than two housing units or customers: The monthly base rate charge shall be $25.25, plus an amount equal to $12.62 for each unit or customer in excess of two. The amount of water to be supplied for the base charge shall be up to 5,000 gallons, plus an amount equal to 2,500 gallons for each unit or customer in excess of two units or customers supplied through the meter. If more than the base amount of water is supplied during a given month, there shall be an additional charge for the month of $0.75 for each additional 1,000 gallons (or fraction thereof) supplied in excess of the 5,000 gallon base up to 30,000 gallons; $1.00 for each additional 1,000 gallons (or fraction thereof) supplied in excess of 30,000 up to 70,000 gallons; and $1.25 for each additional 1,000 gallons (or fraction thereof) supplied in excess of 70,000 gallons. The cost of the excess shall be charged to the customer in whose name the meter is registered with the Town Clerk-Treasurer.

(6) For all other services to customers inside the Town limits: A base rate charge of $25.25 for the first 5,000 gallons (or fraction thereof), and $0.75 for each additional 1,000 gallons (or fraction thereof) supplied in excess of the 5,000 gallon base to 30,000 gallons; $1.00 for each additional 1,000 gallons (or fraction thereof) supplied in excess of 30,000 up to 70,000 gallons; and $1.25 for each additional 1,000 gallons (or fraction thereof) supplied in excess of 70,000 gallons.

(7) For all other services to customers outside the Town limits: A base rate charge of $38.34 for the first 5,000 gallons (or fraction thereof), and $0.75 for each additional 1,000 gallons (or fraction thereof) supplied in excess of the 5,000 gallon base to 30,000 gallons; $1.00 for each additional 1,000 gallons (or fraction thereof) supplied in excess of 30,000 up 70,000 gallons; and $1.25 for each additional 1,000 gallons (or fraction thereof) supplied in excess of 70,000 gallons.

(8) Beginning February 1, 2012, the base rates fixed in Subsection A, above, shall increase 3% each year, applied biannually for billing purposes. For the purposes of computing the biannual billing increase, each biannual billing increase shall be based upon the respective base rates fixed in Subsection A, above, plus any annual increases applied on and after February 1, 2012 (e.g., the billing increase for each rate for the biennium beginning on January 1, 2013, shall be equal to 3% increase applied for each year beginning February 1, 2012).
