A majority of the membership of the Planning Commission, not less than four of whom shall be appointed members, shall constitute a quorum for the transaction of business. Any action taken by a majority of those present when those present constitute a quorum at any regular or special meeting of the Planning Commission, shall be deemed and taken as the action of the Commission.
