If any part of this chapter shall be held unconstitutional or invalid, all other parts of this chapter not expressly held void or unconstitutional shall continue in full force and effect. Additionally, the Town Council shall maintain the right to suspend or alter the provisions of this chapter by subsequent Chapter if it be determined that the rules and regulations herein are being abused and/or misused.
