(1) Enforcement of this chapter shall be undertaken by an enforcement officer when a complaint has been made by an identifiable person who resides, owns property, or is employed within the Town of Garfield of a vehicle that is in violation of this chapter and the enforcement officer shall follow those procedures set forth in this chapter. A law enforcement officer who discovers a vehicle that is in violation of 16.08.050 may also follow those procedures set forth in this chapter. (Ord. 305-N, §3, 2004)
