It shall be unlawful within the Town of Garfield to riot. For the purposes of this chapter, a person shall be guilty of rioting if, acting with 3 or more persons, such person knowingly and unlawfully uses or threatens to use force, or in any way participates in the use of such force against any other person or against property.
