Collection personnel shall maintain complete and accurate records of the size, number and types of containers being used by each patron, which records shall be available to the Council as it may require from time to time.

Patrons shall be billed monthly, concurrently with the billings for water and sewer. Such bills shall be due and payable on or before the 30th day of each month in which billed, after which the bills shall be delinquent. In addition to any other penalties available, delinquent accounts shall be assessed a “late charge” of 50% of the total bill.

Pursuant to RCW 35.21.120 through 35.21.150, delinquent charges and “late charges” shall become a lien against the property for which the garbage collection service was rendered. The Town shall have authority to file the lien with the County Auditor and to pursue the collection thereof with the above-cited statutes. (Ord. 80-N, §5, 1975)
