All proposed Chapters shall be typewritten or printed and may be presented to the Council by any member of the Council at any regular or special meeting. Each proposed Chapter shall be presented in the form and manner of a bill and shall be read upon presentment. After the reading, the proposed Chapter shall be open to discussion and amendment and may, at the Council’s discretion, be referred to a committee.

No proposed Chapter shall become an Chapter until final action and passage by a majority of all members of the Council at any regular meeting subsequently held; PROVIDED, the Council may declare an emergency, setting out the reasons therefor, and thereupon take final action on any Chapter proposed which meets the emergency.
